Our service hours
The registry of the Office of the Data Protection Ombudsman is open from 9.00 a.m. to 3.00 p.m., Monday to Friday.
Our telephone guidance service is available from 9.00 to 11.00 a.m., Tuesday to Thursday.

Contact the Office of the Data Protection Ombudsman
We ask our customers to contact us via our electronic notification forms, by email or by telephone if possible. You can use the notification forms or Valtori's Turvaviesti secure email service to send secret or confidential documents.

If you cannot conduct your business by email, telephone, electronic notification form or letter, please schedule an appointment in advance. Our office does not provide on-call customer service.
If necessary, you can leave documents with the lobby service available from 8.00 a.m. to 4.15 p.m. on weekdays. The lobby service will deliver the documents to the Office of the Data Protection Ombudsman. If you want proof of submitting the documents, a certificate of receipt will be delivered to you by post or email. You need to request a certificate of receipt if you need one.
Sending secret and sensitive documents
You can also use the Office of the Data Protection Ombudsman's electronic notification forms to send sensitive and secret information. The forms are provided by Valtori’s Turvalomake secure form service.
If there is no specific notification form for your concern, use the Turvaviesti secure email service offered by Valtori to the Ministry of Justice’s administrative branch to send the information.

For reasons of data security, we are unable to process secure messages sent via other services. Other government bodies can use their own secure email services provided by Valtori.
Sending file attachments
We do not recommend sending attachments with email. As a rule, you should include the contents of the document in the email body instead of attaching the file to the message.
Accepted file formats:
- 1997–2022 DOCX, PPTX and XLSX
- ODF
- Image files: JPEG, GIF, PNG, TIFF
- Audio files: WAV, AAC, MP3
- Video files: H.264 MP4
- ASCII ISO 8859-1 Latin 1 text files
We may be unable to read attachments in other formats. The maximum size of an email message, including attachments, is 20 megabytes. Please send larger file attachments (up to 400 megabytes) via secure email. The delivery of files larger than that as well as delivering documents on USB sticks, DVD discs or other similar storage media must be agreed on a case-by-case basis.
Document requests
Document requests should be addressed to the registry of the Office of the Data Protection Ombudsman at tietosuoja(at)om.fi or PL 800, 00531 Helsinki, Finland.
As a general rule, any documentary materials of the Office of the Data Protection Ombudsman are public. However, depending on the case, the materials may be partly or entirely confidential. The decision on confidentiality is made on a case-by-case basis. The Office of the Data Protection Ombudsman will assist customers, if necessary, in specifying the document to which access is being requested.

The disclosure of documents may be subject to a fee in accordance with the Decree by the Ministry of Justice (988/2022) and the Decision by the Office of the Data Protection Ombudsman (reg. no. 2081/01/2019).
Lecture requests
The Office’s experts can be invited to give lectures at training events held by stakeholders and other organisations. As a rule, such lectures are subject to a fee. The fees are based on the Act on Criteria for Charges Payable to the State and the Ministry of Justice Decree on Charges Payable to the Ministry
